The charge blasts the door inward, knocking back an armed gang member.

Dredd shoots a number of armed assailants, the others offer no resistance. Anderson appears to be in a state of shock, but snaps out of it when Dredd calls to her.

Dredd: Rookie. . . Anderson. Judgment.

Anderson: Crime: possession and use of controlled substances. Sentence: two years iso-cubes.

She reports to Control by radio, requesting a meat wagon. Anderson is arresting an enforcer named Kay (Wood Harris) and uses her psychic powers to read his mind. At this point she realizes that Kay tortured and murdered the three victims. Dredd decides to take Kay for questioning

Ma-Ma realizes Kay will reveal their whole operation if he is interrogated. With the aid of her "Clan Techie," Ma-Ma's forces seize the tower's security control room and plan to seal the building, using its blast shields under the pretense of a security test, preventing the Judges from leaving or summoning help. The Clan Techie's eyes appear to have oversized pupils, but a closer view reveals he has optical technology implanted.

Anderson [reads Kay's mind]: Sir, he's thinking about making a move for your gun.

Dredd: Yeah.

Anderson [reads it again]: He just changed his mind.

Dredd: Yeah.

As they are about to leave, the lockdown activates. Metal doors and panels seal the entire building. Ma-Ma makes an announcement over the building's P.A. system.

Ma-Ma: Peach Trees, this is Ma-Ma. Somewhere in this block are two Judges. I want them dead. Until I get what I want, the block is locked down. All clan, every level, hunt the Judges down. Everyone else, clear the corridors and stay the fuck out of our way until the shooting stops. If I hear of anyone helping the Judges, I will kill them and the next generation of their families. As for the Judges... sit tight, or run. It makes no difference, you're mine.

Ma-Ma proceeds to wage a dirty, vicious assault against the Judges that proves she will stop at nothing to protect her narcotic empire. Dredd and Anderson must confront the odds and engage in a relentless battle for their survival. Using gas grenades they make quick work of a few gang members and position themselves near the medical center. TJ is watching the action from the locked and secured medical room. Dredd rolls a stun grenade sphere into the middle of ten gang members in an open area. The sphere is too small for them to notice it.

Dredd: Citizens of Peach Trees. This is the law. Disperse immediately, or we will use lethal force to clear the area. You have been warned. You now have twenty seconds to comply.

Big Joe: It's you doing the complying, Judge. There's ten of use, only two of you. Why don't you step out from behind that doorway or we'll gonna blow the fuck out of you.

Dredd: Ten seconds to comply.

Japhet: Fuck you, Judge.

Big Joe: You got five.

Dredd [to himself]: Thanks for the heads up.

The stun grenade ignites, emitting a white blinding light. The Judges charges in and blast away. They kill all of them, but one is still alive and looks up at Anderson.

Urged by Dredd, Anderson hesitates and then puts a bullet in the gang member's head. She is stunned over her first kill. Dredd walks over to the medical entrance and activates the intercom.

Dredd: Open up. Open up!

TJ: Negative, Judge.

Dredd: You know what's going on out here. We need a place we can defend.

TJ: Then you better find someplace else. This is a medical facility. Neutral ground.

Dredd: Neutral? You're not neutral. You're choosing sides.

TJ: Peach Trees has been sealed by blast doors designed to withstand attack. No one's getting out. No one's coming in. And you have every Clan affiliate in the block after your blood. There are no sides. You're already dead.

They duck near a resident door when they see four gang members roaming the hall. Using her psychic powers, she knows the resident's name is Cathy. She calls for her on the intercom, tricking her to open the door. They rush in before the gang members see them and the thugs move on. Cathy tells them about a service elevator nearby, it's supposedly broken, but operates for levels above 75. As they are about to leave, Anderson notices a photo of Cathy and her husband, the same man who was her first kill.

The Judges arrive on the 76th floor, but the Clan Techie spots them on video. Ma-Ma instructs him to seal the area. All around them, the Judges see cage panels sliding down, putting them in a full lockdown. Dredd instructs Anderson to take the prisoner at the main lobby elevator shaft for a defensive position while he explores the area for options.

Kay: So you're a mutant? Most of you poor fuckers got three stumpy arms, or no arms. But I guess you lucked out. You fit together pretty well. Psychic. So fucked up. Yeah, I heard about your kind. Kind of hard to believe it's real. Like what am I thinking about right now?

Anderson [sees his thoughts]: You're picturing a violent sexual liaison between the two of us in a pointless attempt to shock me.

Kay: You're good. But I wasn't trying to shock you. If I was trying to shock you, I'd be thinking about this . . .

Anderson [reads Kay's mind again and hits him]: What are you thinking about now, huh?

The Judges are assaulted by Ma-Ma and her men with miniguns that rip through the walls, killing numerous residents.

By breaching a damaged outer wall, the Judges are able to call for backup. Meanwhile, Ma-Ma sends her henchman Caleb (Warrick Grier) to confirm the Judges' deaths, but when they meet, Dredd throws Caleb off the tower in full view of Ma-Ma.

Dredd suspects Ma-Ma is desperate to keep Kay quiet and beats him for information. Anderson intervenes and uses her psychic abilities to read Kay's mind. Our view implies Kay is now in a dream-like state . . .

Anderson: Welcome to the inside of your head. It's kind of empty in here.

Kay: My head. Do what I like?

Anderson: Sure.

Kay shoots at her.

Anderson: Thinking about hurting me doesn't actually hurt me.

Kay: Yeah. Points to you. Except there is that thing.

Anderson: What thing was that?

Kay: That I know how to freak you out. See, if you're talking about my fucked-up head versus your fucked-up head, your fucked-up head is gonna lose.

Anderson removes her clothes, and he pulls her head towards his crotch.

Kay: Yeah, I figured that would shut you up.

Anderson [appears beside him, fully clothed]: Hey. I can play mind games, too.

Kay screams in pain, and looks down, where Ma-Ma pulls her head away from his crotch and spits out something bloody.

Kay: You fucking bitch! You sick fucking bitch!

Anderson: We haven't even started.

Snapping back to reality, Anderson reports to Dredd that she learned Peach Trees is the center of Slo-Mo production and distribution.
